Chapter 3 - The Secret Council

At 2:00 a.m., while the city slept under a steady autumn downpour, Grayson Cole sat in the private library of his penthouse. Across from him sat Ruth Mercer, Ambassador Elias Morel, and Judge Malcolm Reed.

On the mahogany table lay a single, heavily redacted folder stamped with red wax: *OPERATION CAELUM — CLASSIFIED UNDER TITLE 18.*

"It’s her, Grayson," Ruth Mercer said, tears sparkling in her aged eyes. "I would know that scar anywhere. I held her hand in the military hospital in Munich nine years ago before the black suits swept her away into the protection program."

"I know," Grayson said quietly. He poured bourbon into three glasses, his hands uncharacteristically unsteady. "I recognized her the day she walked into the hotel HR department six months ago. She was trying so hard to be invisible."

Ambassador Morel swallowed half his drink. "Nine years ago, my daughter was twelve. She was trapped inside that coastal compound in Albania along with Ruth’s granddaughter, twenty other children, and you, Grayson. The local warlord was selling those kids to human traffickers. The official military rescue unit refused to breach because the fuel tanks were wired to detonate."

"And then *she* walked in," Grayson murmured, looking at his own hands. "A twenty-four-year-old extraction operative. Unit Valkyrie. She didn't have orders. She didn't have air support. She had two suppressed sidearms, four smoke canisters, and a duffel bag full of medical trauma kits."

"She dragged seventy pounds of children out through a burning drainage tunnel," Judge Reed said, his voice thick with emotion. "She took three pieces of shrapnel to her arm and shoulder holding a blast door shut so the last transport could clear the tarmac. When the compound blew, everyone thought she was incinerated."

"She survived," Ruth said softly. "Barely. The trafficking syndicate put a ten-million-dollar bounty on her head. The federal courts sealed her records, erased her military service, and gave her a clean legal identity. She gave up medals, glory, pensions, and safety... so the children she saved could sleep at night."

"And now Brooke Hathaway is hunting her," Grayson said, his jaw tightening into iron. "Brooke’s father is the chairman of the Senate Armed Services Committee. If Brooke starts pulling strings through crooked private investigators, she’s going to expose Nova’s location to every criminal cartel with an old grudge."

Judge Reed leaned forward, slamming his fist onto the table. "Not while I draw breath. I signed that protection order nine years ago. An attack on Nova Reyes is an attack on the United States judiciary."

"We can't just fight this in the shadows," Ruth said sharply. "Brooke is a social media weapon. She’s already spinning a narrative online that a violent, unhinged hotel maid assaulted her. She’s framing Nova as an illegal alien with forged papers."

"Then we fight her in the light," Grayson said, his eyes burning with resolve. "Nova gave up her life to save mine when I was a terrified boy. Now it's my turn to protect her."

His phone buzzed. It was a priority alert from the hotel’s night security chief.

*Grayson—someone just broke into the Richmond Grand personnel office. They stole Nova Reyes’s home address and emergency contact files.*

Grayson sprang to his feet, overturning his chair. "She’s not at the hotel. She’s at home with her family."
